Roksan is in 1985 opgericht door Tufan Hashemi & Touraj Moghaddam. Afgestudeerden aan de Universiteit van Londen, Imperial College London & Queen Mary College.
De naam Roksan zelf is afgeleid van de naam Roxana, dochter van de Perzische koning Darius. Dit sluit nauw aan bij het Perzische erfgoed en de wortels van zowel Hashemi als Moghaddam. Het is niet verrassend dat veel van Roksan's productnamen verwijzingen hebben naar namen van steden, plaatsen en beroemde figuren van Perziรซ.
